Tips for Documenting Tax Fraud With the IRS

many cases, the IRS report notes, an identity thief uses a taxpayer's identity to file a tax return and claim a refund.

This and other types of tax fraud have cost the IRS a lot of money. According to a 2012 report from the U.S. Government Accountability Office, from January to September 2012, the IRS paid out at least $754 million in suspicious tax refunds. 
If you believe you're a victim of tax fraud—as a result of identity theft or otherwise—it's important that you contact the IRS and document the scam. But there isn't one set way to report fraud; the IRS requires that tax fraud be reported depending on the type of fraud committed. 

To report someone who stole your identity and either used your Social Security number for employment purposes or could use your Social Security number to file a tax return, use Form 14039. Complete the form online, then print and mail it using the address options listed in the form. Include photocopies of at least one document listed in the form (such as a passport or driver's license) to verify identity.

The IRS does not request financial information via email, social media channels, text messages, or other electronic means, so any communication claiming to be such is likely to be phishing. 
According to the agency's website, you should not reply to, open attachments associated with, or click on the links of any suspicious emails you receive. These emails should be forwarded directly to the IRS. The URL of any suspicious site should also be sent to the IRS.

To report businesses or individuals not complying with tax laws on issues like false exemptions and deductions, kickbacks, failure to pay taxes, unreported income, organized crime, or failure to withhold taxes, use Form 3949-A and mail it to:

The IRS requests that those reporting fraud include as much information as possible, including name and address of the offender, the offender's Social Security or business ID number, a description of the violation, when the violation occurred, and estimated dollar amounts of unreported or underreported income.  
You're not required to identify yourself when reporting these types of fraud, but it's helpful to the IRS if you do so, according to the website. All identifying information is kept confidential. 
To report suspected fraudulent activity or an abusive tax scheme by a tax return preparer or tax preparation company, fill out Form 14157 online, print it, and mail it to:

In some cases, Form 14157-A may also be required.
To report a tax return preparer that you suspect filed a return or altered your return without your consent and to request a change to your account, complete Form 14157 and Form 14157-A and send both forms to:

The IRS relies on audits to find tax fraud and mistakes on tax forms, but it is looking to rely also on reporting of tax fraud by citizens, according to an April 2013 report by Treasury Inspector General for Tax Administration J. Russell George. 
"The failure to accurately identify and appropriately investigate indicators of fraud is a serious concern," George said in a press release regarding the report. 
In some instances, those who report tax fraud to the IRS are eligible for rewards from the government. In 2006, Congress established a Whistleblower Office in the IRS, responsible for administering an informant reward program called for in the IRS Code. Payment of awards is "made at the discretion of the IRS," according to the law.
